Im trying To do This patch myself as well. Ive opened the VOLUME.DAT file which contains the lines/subtitles and have tried changing the Japanese subtitles to english but it just causes the iso to crash (in Pcsx2) If anyone knows what Im doing wrong or of any tools or tutorials that would be helpful Id be thankful

Anyway, my first suggestion is that you try to edit the text you find in a save state, then load it and see what happens.
That's always the first step to take. After finding and succesfully editing the ext in RAM, you can start looking for a way to edit the actual files in the disk.

Ive found the lines I need to replace. When I replace the original Japanese line with an english translation with the same amount of characters e.g. "どこ見て歩いてやがる。このガキッ" to "Watch where you' " which are both 16 characters it works but when I replace the line with the full translation which is more than 16 characters e.g
"どこ見て歩いてやがる。このガキッ" to "Watch where you're going. you little brat!" the iso crashes

Ive noticed before the line there is this code "∀ o11c12o19c21o30c32o44c53o70cx.
I think it has something to with this. Ive also noticed each line has its own code above and the line and the code normally seem to be approximately the same length. I think The lines Of code which are like this "∀ o11c12o19c21o30c32o44c53o70cx. that appear before each line of text e.g.

are the pointer tables. If anyone would be able to confirm that these are the pointer tables and what kind of pointer tables they are that would be great

I don't think that those are the pointers you're looking for. A pointer table usually increses the value of each pointer, so you should see something like this:
100B 1F0B 280B 3C0B ... FC0B 100C and so on.
As you can see, there's usually a byte which repeates itself in many couples (think of it in decimal numbers: it's like you start counting from 100 and arrive to 150. The "one hundred" repeats itself).

Thanks. Im Starting to Think its not the hex info of the possible pointer table but the non hex info that the hex creates Which is unusual considering pointer tables are usually the hex. But Ive Looked at each possible pointer table before each line of text and noticed that the numbers in them always are ether increasing or the same but never decreasing e.g. "∀ o11c12o19c21o30c32o44c53o70cx.
Which has 11 12 19 21 30 32 44 53 70 or another line "∀ o7c7o8c12o14cX. Which has 7 7 8 12 14. Ive also noticed that between each number it alternates between o and c
